Iím a second year law student, and Iím thinking about going for an exchange program to Germany. The problem is in my language level and I need to improve it. What is the best way to do it?

The best way out is to find a good German tutor, especially if your knowledge is really poor. A professional tutor will test your level and decide which grammar topics you need to practice and what kind of vocabulary you should acquire. If you have no time to go to the tutor you can learn online at modern educational platforms like https://www.duolingo.com, https://eurekly.com, etc. You can also take advantage of numerous internet resources offered by Deutsche Welle, Goethe Institut, etc. for German learners.
