Directing a LOCI to a Dean.

Is it common practice to direct a LOCI to a dean of admissions?  Or should I tick to the, "To whom it may concern?"

The dean probably won't be reading the letter, but if you have a name, I'd use that over a 'To Whom it May Concern.'  I'd imagine they'd gloss over material that wasn't specifically addressed to them.

I asked this question on here a few days ago and was told to address it to the person who signed your deferral/waitlist letter.
