A Why X statement in which you tell them they are your top choice? A campus visit (if you live near by) where you tell them the same thing? Sometimes you can get in with someone from admissions... depending on the school.

So basically an entire essay about why I want to specifically go there?  Make this my whole PS?

No, the Why X is separate from your PS.

What school is it? If it's definitely your first choice, I would say don't even hesitate: submit all the optional essays. Use any chance you have to show them how much you want to attend there.

If you do one now a Why X could save you from a WL if you are boarderline, or get you a WL if you would have been rejected. (Maybe, depending on who you ask).

If you DO get a WL, just make sure you have more to say in a Letter of Contined Interest.

For EX: I did a Why X at my top choice, and I plan a campus visit. if I get waitlisted I plan to discuss my visit in my COL and tell then how I know after visiting they are still #1 (and any other reasons I can come up with).

If they really are your top choice you should have enough for both letters.

Others may think it is overkill, but I don't think it could hurt you unles you come off as disingenerous.

Is one of the optional essays a Why X? If so... there you go.

If not, send it anyway, they get them all the time.

I am so glad someone posted a thread re this topic, because I was just thinking about this!

So how long are the "why x" essays?  Are they sent in the form of a letter/e-mail or do people write them just as an essay/addendum?

Usually one page, written as an essay.
