It's typical not true that they never send you anything. Usually it just means they've input it into the system before you receive the email/mail notice.

Somebody a while ago was in the fee waiver roll call thread talking about how schools shouldn't do hidden fee waivers, how it wasn't to their advantage because no one would know and so no one extra would apply. S/he didn't understand that they almost always send you something eventually.
