Recommended - how many should you send??

if a school does not have a " Required # " and instead has a "Recommended: 3" for letters - how many should you send them?

You aren't required to send them any, if they don't have a required number of recommendations.

They might like to get three, but whatever you have should be fine, because it's better to have fewer letters than be damned with faint praise.

Actually, if they say 3 recommended, you send 3. Or 4. You most certainly do not send less.
