Keep it nice and simple.  Plenty of people apply to law school with dorm-citations or MIPs.  Just make sure you don't try to BS and say how much you learned and how much it changed you and how you stopped drinking until you were 21 and... They will see through that.  You disclosing it so you can sit for the Bar.

I haven't applied to law school yet so pardon me if this question is obvious:

If i was issued a citation for underage drinking by the real police (not RA or university), but the charges were dismissed, do I still have to declare it on law school apps?

Depends on the wording of the apps. Most, to my recollection, ask for offenses for which you were convicted. Some, however, ask for anytime you've been arrested or charged.
