What was the Penn AdComm thinking when they waitlisted so many people? Why give false hope?

Penn seems to have WLed several applicants with low #s.

I wonder why

Is it because they WLed so many that they ran out of 166+, and had to bend lower?

i have no idea why they waitlisted so many people, especially people like me whose lsat is not stellar...but i wish they would give us all some sort of update, either way...holding onto seemingly false hope is getting harder by the day. i know i have to make housing arrangements and figure out loan stuff for the school i'm planning on going to as of now, but the penn waitlist makes it so hard to move on...and i have no more information to send them...
