Need Access, "Entering Students"?

So, UChicago requires Need Access, but it says (Entering Students) next to their name in the list. So, do they only expect admitted students to submit Need Access to them? Please help ASAP, I have to submit this crap.

I think it means you only have to fill it out once -- they won't require you to do it all over again for 2L and 3L.  Unless UChicago says to only submit it if you've received an acceptance, I'd do it.  I know that most places say to submit it even if you have not yet received an offer of admission.
