Where can i apply?

I am a black student at a top 50 public undergrad university with a 3.25 GPA and a 165 on the LSAT.  I'm having all kinds of trouble figuring what kind of chance i have at the top schools, I know that they would all be huge strectches if i wasn't a URM but i don't know how much i can expect this to help me out.  Should i spend time applying to schools like harvard, Columbia and NYU or should I focus my time applying to other top 20 schools that aren't quite as high.
