bush drugged up on xanax for speech?

did anyone else think bush looked like he was on drugs during his speech? 

his eyes looked a little glassy and bloodshot, he just looked like he was on xanax or something.  i watching it on the high definition channel, so it was really clear and i noticed it right away.
