Fee Waiver from a school I have no shot at?!?!

I recieved a fee waiver from George Mason and I have no shot at getting in with my less then stellar 153 and 2.66 LSAC (3.5 ugrad).  I am not a URM.  Do you think I got this by mistake?  It was addressed to me but still.   ???

George Mason waives their fee for everyone before December 15th, just check their website.

hhhmmm....that is weird, i heard somewhere on this board that some schools are very liberal with issuing fee waivers so that more people apply, making their ratio of applications to acceptences lower (which US news loves). I'm not saying that's the case, but its an idea. I had recieved some fee waivers from schools where I'm a bit above borderline, seem fairly weird as well.
