Electronic Harassment / Deadly Electronic Weapons

Hi

Does anyone have any experience with "Electronic Harassment" or "Radio Waves" being used as weapons or to make someone sick.
There is now 3 states in the United States that ackowledge "deadly electronic weapons", Maine, Massachusetts and Michigan.
I have not found any laws for Canada yet.
Where would someone look for information about cases on record?
