LOR from a former dean of admissions

A family friend is the former dean of admissions at a T-14 law school. Would a LOR from this person help increase my chance of admission?

If this person knows you in some important way and would be a good recommender (regardless of the T14 dealie), then this person would be a good recommender. 

If it's a family friend that knows you at Cindy's kid, I don't think so.

Content is more important than the name on it.
