If a school allows up to four (but only requires 1), how many LOR should you send?

It won't matter. If you already have 4, just send them all.  If you don't, it isn't going to give you the extra boost by getting another one.

I think you should completely disregard any directions and send no less than 20 recs.

Seriously-- if one is required and up to 4 will be accepted, then send up to 4. Easy decision.

Ditto.  If you don't send all 4, you're throwing away 3 opportunites to show you as a great candidate and possibly portray a different side of you that doesn't come through on your PS or application.

Ehhhh... maybe not.  If you know 1 or 2 will be a lot stronger than the others, you wouldn't want the application readers to devote less time to the best recs because there are so many.  Two strong rec letters should be sufficient, I would think, and won't inundate the reader with gratuitous info.
