Staffords and Rate Hikes

I know that the rates are going up on July 1.  Is it true that any Staffords I take out for next year will be disbursed after that date, and so will come out at the higher rate? I've heard conflicting things from different financial aid offices, and I'm trying to sort it out.  Thanks.

From what I understand, any Staffords you take out for 06-07 will be at the 6.8% fixed rate.
