Peel away the layers of jerk in Typhoon's post and there is a bit of truth.  If we are talking about your top choice, you actually want people to hold their seats for now and drop a little later.  The extra wait will cause some people with other options to decide that waiting around on the waitlist isn't interesting to them.  After they withdraw from the waitlist, then you want people to start giving up seats.

It seems to me that a lot of people on this board have been really good about withdrawing from places they are absolutely sure they are not going to attend. There have been several other threads already started like this, as well as a thread completely devoted to announcing one's withdrawals (like the waitlist, rejections, etc).
