Why does USNews use old stats?

US News 2006 rankings comes out in 2005, not 2006. Duh!!

Many fiscal years also start early too; the government's FY06 started last October, and my firm's FY07 starts in APRIL!!!  Does this make people feel like they're getting a jump on the new year?  Absurd if you ask me; if you're too good for the Gregorian calendar, go back to 17th century Russia . . .
