I just called, and ta-da! DING! I'm kind of relieved. If I'd gotten in, I would have had to have gone there and I don't really want to live in berkeley anymore. ha! sour grapes.
btw they said they sent my letter on the 3rd. I don't believe them because it does not take five days for a first class letter to go 20 blocks.

no i did not get the under review email. but when i called last week i was told on the phone that mine was still under review. wonder if they were lying...? im pretty relieved to at least know though. still waiting for ucla and usc.
