February LSAT tests: conversion/release

I'm confused, as I know that they won't release the conversion table/answer sheet with our score, but why?  Do they eventually release the conversion tables? I have a Kaplan book full of previous exams, and it has 4 for each year with the conversion tables at the back...so I'm assuming that one of the four has to be the Feb. exam for that year...so i'm very puzzled as to what the deal is...

You get your score and percentile...then maybe if we are lucky once we are all practicing lawyers, lets say like in 5-6 years there is a possibility they will release a couple of FEB tests.

They released Feb 96,99. 2000...thats it so far
