Not necessarily.  In addition to loans, you could get grants and scholarships to make up the  rest of the cost of attendence.

by scholarships you mean non-merit based?  because I am by no means at the high end of the applicants at the schools ive been accepted to so far...

mine is $0

it depends on the funds the schools has.  in ug, i got grants and had loans, but my current grad program has limited funds so it is all loans.  most ls's don't have that problem though, so it is likely you'll get some funding you won't have to repay.
