Actually, with the Attorney General's approval, monitoring international calls isn't a violation at all.  See the electronic surveillance portion of FISA at:

Actually this portion of the statute was violated. Still I'm not sure if the Patriot Act has made this statute obsolete.

Right.  That's why the actual program is illegal.  My response was to someone who said "if they are only monitoring international calls, the violation isn't nearly as heinous."  I was pointing out that monitoring international calls wouldn't likely be illegal at all.
