What constitutes small?  What would be the smallest acceptable font for a PS?  11, 12?

If it doesn't specify, you can go as low as 10pt. 10 and 11 point fonts are considered normal size.

I've said this before.  I'm all about 12 pt, double-spaced.  It's so standard.  I organized my PS in advance around the restrictions so as not to experience any problems.

i agree completely.

i went through all the ps verbiage on each of the schools i applied to, consolidated the info and that is a standard that the vast majority prefer. (i can say vast majority, i applied to a lot of schools.  ::)) i would add one inch margins all the way around too. and an ex-dean of admissions told me the same thing.

It all depends on the font you use, too.

12 point arial is a lot larger than 12 point times new roman :) Play with easy to read fonts... just use the same one on all your materials. If yu're really clever, you can also play with the kerning, or decrease the line spacing subtly.

OP wants smallest possible.  I really wouldn't dip beneath 11.  While some adcomms may be game to attempt 10-pt, I'm sure they'd abandon the pursuit when the tiny words begin to seem a swarm of indistinguishable ants on the page.  11 unless otherwise specified, but you should aim for 12.  I think preservation of the double-spacing is crucial, however.
