It does, seeing as they can only take 20% out of state.

The limit's been raised to 35%, starting with this cycle.

although they raised the limit, the ppl at UT made it sound like they werent planning on enrolling 35% of nonresidents right away (they may take a few years to reach that level).

I don't think they are going to admit 35% non-residents this year for at least two reasons:

(1) The girl in the admissions office, when I called them to ask about the policy, went out of her way to say they COULD admit 35% now, but that doesn't mean they WOULD.

(2) If you look at LSN, Texas is quickly rejecting tons of people with good numbers even though their apps are down this cycle. I haven't checked the states of residence of all those people, but I'm willing to bet they aren't from Texas.
