Does anyone know what numbers are needed to get substantial scholarship money from Loyola Chicago and Kent? My numbers are 164/3.65, I'm wondering if that's good enough.

Loyola will probably give you $7500 or maybe $10,000.  Kent throws money around like it's going out of style.  However, 40-50% of their class has scholarships as 1L's, but the renewal is usually contingent on being in the top 25% of your class.  Do the math and a good chunk of people lose their scholarship.  I know a few people at Kent now who are REALLY worried about this prospect right now.

Would that money at Loyola be for every year, or only the first one?

Every year.  And no grade requirement.  They also do some grant money that is need based.
