Sorry, I wondered myself.
Does it say anything on their website?
I assume it's a grant kind of thing for socioeconomically disadvantaged people, by the questions.

It's a diversity fellowship that the Graduate Division gives out.  Not sure why Boalt would call it the GOP (graduate opportunity program)--I thought they called it the GDP (graduate diversity program).

Um...no. 

Here's how the Graduate Fellowships office defines diversity:  "Recipients of diversity multi-year awards also demonstrate academic achievement despite challenges such as social, economic, or educational obstacles and contribute to the diversity of the campus."  I took this from:  http://www.grad.berkeley.edu/admissions/financial_support.shtml.
