Another chances thread.

You all seem to know alot more about this than me, so here it goes.  I am a social sciences/government double major at a small liberal arts college in Indiana. I have a state government internship, and won a Presidental Medal for public service.
My UGPA is 3.99.
I haven't taken the LSAT yet - I will in June -  but I'm getting about a 168- 173 on practice tests.

Here is where I want to apply:
Vanderbilt
Penn
Notre Dame
University of Kentucky

What are my chances, especially at Vanderbilt, which is by far my number one? Thanks!

If you score that highly on the real test, you're in at all of these, with money at Vandy.

If you keep that GPA and score within that range then you may want to apply to T-14 schools besides UPENN.

You shouldn't have any problems with Vanderbilt or Kentucky, Notre Dame should be fine as well.  Penn will depend more on your LSAT, 168 could make it a bit of a reach, but still doable.  170-173 and you should be golden.  If you do score 170+ I would actually advise you to aim for some better schools.  With numbers like that you have an outside shot at CCN.

Reach: Penn, Chicago
Targets: *Vanderbilt*, UK, Notre Dame
Safeties: Case, IU-Bloomington

Just don't bet everything that your practice LSATs will hold on the real thing.  The last practice I took before the Oct. test was a 174... I got a 164.  I don't know, I'm still a little bitter.

I think you have your dates and scores wrong on LSN there...
