I got an e-mail from BC that said they received my application and would e-mail again when I was complete, but I have not received that second e-mail yet.

I applied on 9/21.  BC let me know I was complete on 10/17.  Add me to the list of folks who haven't heard a word from BU, but hopefully a postcard is on the way. 

By the way - BC's complete email says they'll send the decision to my permanent address.  Has anyone checked or read if they can or will send a copy to your regular address as well?

No.  I emailed specifically about this.  After it says they have all your stuff, give it a week or so to go complete.  That's what happened with mine.  The lady I emailed at UVA said that because of some bug in their software, the LOR received area shows when they requested the LOR from LSAC, not when they actually have it in hand. So, you have to give it a little extra time.
