Alright, have to decide by morning.

Wake Forest with a 30K a year scholarship - This leaves me with NO debt as parents are paying CoL and 10K in tuition

William and Mary with a 17K a year scholarship - This leaves me with 30K of debt

Notre Dame with 20K a year scholarship - This leaves me with 50K of debt

I want to stay in the Mid Atlantic or the East Coast

You should, at this point, forgo any thoughts of what is responsible or morally right, because all your options are good. You should go to the school you feel inclined toward, and I'm guessing it's Notre Dame because of the order you put them in.
