Can you charge someone with counter charges for PFA/harrassment

If someone says you were harrassing them, and I believe in Pennsylvania this would mean they would file a PFA order on you (no criminal charges for this matter), can you charge them with a counter PFA order or something similar? In this situation the original harrasser was baiting the other person and then filed a police report and now may file a PFA order on that person. The other person who the PFA would be against and wants to file a counter-order or complaint has proof of harrassment and baiting. What would be available to this person? Thanks. Any feedback would be appreciated
