I think that transferring from a T4, you would need better than top 9%. Nothing to lose in trying though. Have you considered transferring to a T1?

Yea, I figured as much.  I would feel more comfortable if I was within the Top 5% but like you said it can't hurt to try.  I don't think it's likely but I do think it's within the realm of possibility so it will be interesting to see what happens.  I'll come back and let you know the result around the 15th.  As far as other schools?  Nah, I haven't applied anywhere else.  My interest was only in this school.
