D is correct but don't know what's wrong with C? why it is not? negate it, then the conclusion can not be reached..

If you negate C you get, "It is possible for television to present public issues in a way that allows for the nuanced presentation of diverse views and a good‑faith interchange between advocates of opposing views."  But just because it's possible doesn't necessarily change the fact that news programs generally allow advocates of a point of view only 30 seconds to convey their message.  Therefore, you still might draw the same conclusion.
