They already do use it. Its a bandaid for most, but if they're stuck in a building anyways why not make them do that, AA and get a GED?
The taxpayers are paying to feed them anyways, might as well make them jump through a hoop for their chow.

No, that is idiotic. Most violent criminals need to stay locked up.
