T4 - T3/T2 (CSU or CWRU)

I am currently at a T4 school and looking to transfer to a T3/T2 School (CSU or CWRU). The motivation for this stems primarily from geographical as well as personal reasons and I was wondering what people's input on this would be like. After my first semester, my grades 3.1 GPA and I was in the top 30%. I wont apply for CWRU's early action because I think it'd be a waste of money with those grades and I know I can improve during my second semester.

I suppose I should ask a question in there somewhere too... I was wondering what my chances as a transfer student would be like to those two schools.
