Transferring to DC, MD, and VA

I had a 2.88 GPA as a part-time evening student at Seton Hall.  I subsequently served in the Army for 3 years.  I'm now looking to transfer to a school in the DC, VA, or MD.

I'm thinking my best shot is to just go to Baltimore and get my JD. I'm not really looking to practice law but would like to have some return on investment. I'm also going to work on an MBA from Maryland.

What do you guys think?

I need some advice. I'm not sure I want to transfer from a T2 to a T4. But with a 2.88 GPA, I'm kind of limited in my options. And I really don't feel like relocating from the DC, MD, and VA area.
