I was trying to decide would it be better to send my application now, or wait until after this semester when I know my GPA will improve?
Current GPA 3.19-->new GPA will be 3.25-3.3 LSAT 161

Send them now, and send an updated transcript when you get a new GPA

Your Undergrad GPA will be re-formulated (LSDAS) once you complete all course and receive your BA/BS on a 4.0 grading scale. Unless you are applying for admissions beyond the current year, send them in now !!
