http://www.training.fema.gov
click on
"independent study" for single credits courses totaling up to half of an associates degree, or more if you want to go for a Bachelors degree. The site mentions Frederick college which lets you transfer them in (at $75 a pop) but dont fall for that baloney, go to
http://www.apus.edu
where you can transfer ALL of them for FREE straight from FEMA if you keep the certificates. It is emergency managment courses, but you can use them as elective credits for almost any major. Debt free.

Also worth mentioning,
http://www.berea.edu/
a liberal arts college in Kentucky provides every admitted student with full tuition. However, low-income is an admissions requirement. "For 2008-09, that policy permits a maximum annual parental contribution of $4,750" as determined using the FAFSA.

That is cool. For those who live close to it and meet the requirments, I hope they all get in and enjoy it.
The FEMA thing is mostly a good idea for those who need to do it online and self paced. I think you can start it in high school too actually.
