June 04 LSAT section 3 (?) #17: the question about increased international peacekeeping and permanent seats.

I understand why E is correct but why is C incorrect?

According to the stimulus, the five countries on the Security Council are all in favor of peacekeeping efforts.

The last line says that SOME countries that favor peacekeeping efforts are also against refugee spending. However, it doesn't say which countries -- let alone whether any of those countries are among the five on the Security Council. It could be an entirely different set of countries. Therefore, we can't say (C) for certain.

To illustrate, let's say the Security Council featured the U.S., France, Italy, Canada and Spain. By the stimulus, all of these countries would favor peacekeeping efforts.

In addition, say we take a few other countries (e.g., Switzerland, Portugal, Mexico, Finland and India) who are also in favor of peacekeeping efforts.

Of all 10 countries who favor peacekeeping efforts, the stimulus claims that some of them will be against refugee spending. Which ones? It could be just the five non-Council members (i.e., Switzerland, Portugal, Mexico, Finland and India). In that case, answer (C) wouldn't be true.
