I was wondering if the experimental section for the June test will likely be on the upcoming Sept test. Is that how the experimentals work?

My guess is probably not. My experimental from last Octobers test was on the June test, so based on that it's two administrations apart, though I have no idea if this is the pattern or if there even is one.
