When the government/public interest options didn't come through, she resorted to non-legal work. I believe nealric's point is that even if OP doesn't want to work for a law firm, some kind of legal work would have served her better than non-legal work, and that it probably would have been better to apply more broadly, even to legal jobs that she didn't think she was interested in for the long-term. This is undoubtedly a moot point by now, as it is mid-May.
