What about the free hugs and warm fuzzy feelings?
If you really want to save the planet, an NGO will pay less than the EPA, but may be less politically constrained (depending on the administration and who controls congress).

Cleantech seems to be getting big, or at least the Tech Law Journal is always bringing in practicing lawyers to talk about it. Startups working on new cleaner fuels, etc, need lawyers too.
