SJU scholarship requires top 1/2 of the class to maintain, so you only have a 50/50 chance of keeping it beyond the first year. Make your decision based off the assumption that you won't keep the scholly... would you pass up on your first choice to save only $19k?
If BLS is your first choice, then take it and don't look back b/c the scholly money is only guarenteed for 1 year.

PS: I'm not going to address the merits of the 2 schools since you've already indicated that you BLS is your 1st choice. If you're not set on the merits of either school, then that's a whole 'nother discussion...
