I am replying to you as soon as soon as I see your message because I was in your place a few weeks ago and I know how it feels to discuss this with someone with in very similar situation as you. Although I didnt sit in UMD class, they did seem a little too dry for me too. I talked to many UMD alumni and Howard, and even other lawyers. It could be wrong but from what I gather from them, once you get past law schools ranked outside the top 30 (some go as far as to say top 15), the school ranking should not be a big factor. obviously Tier 1 is the better choice vs Tier 2,3,4 but it is not worth the full price tag if you have a regional school as dominant that is cheaper (which Howard is and some argue even a better career opportunity, especially if you want to go into big law or any field dealing with minorities)
As far as Scholarships, you should try to play those two schools against each other. Talk to Howard and tell them you have an offer from Maryland and cost is a major factor in your decision, and if they are not going to offer you any scholly you are thinking about accepting UMD offer (if you havent talked to them about it yet). You never know they might give you some, although you dont have much time to keep doing that lol. Anyways its a very tough choice, especially if you are MD resident since it makes UMD really cheap.
