At my school, there are 5 tech department people posted in the hallway. If your error takes more than 5 minutes then they extend your testing period by however long it takes to fix.

We have quick instructions on possible ways to fix it ourselves (I think the instructions are "omgz hit Ctrl Alt Delete NOW!!"), and if that doesn't work you switch to blue book, and no additional time is given.  For us, before the test starts, students are given the option to take the exam in the computer lab, presumably because the school's computers are less likely to pull a crazy meltdown.
