If I were you, I'd consider it "all about" the application quality at this point. You can't change the hard numbers, but you can cast your soft factors in the best possible light. Try to "excuse" your low GPA by pointing towards an upward grade trend, a difficult major, or a heavy work load (for actual $$ work during school) for example.
