Seems like there's probably guidelines that require a small percentage range of Cs for each core class.
Cornell's website doesn't get very specific, just says the mean can't exceed 3.35.

That's reasonably high so I would guess Cs are given out more sparingly there.
I didn't find anything for GULC.

Well, GW has a B+ curve also so the mode is a B+. However, the mean at GW has to be between 3.25-3.27. A 3.35 mean allows profs to give more A's.

The curve at GULC is approx. 5% get C+s, professors are not required to give out C or lower, though some do. Essentially you have to try pretty hard to get into that club.
