Both are awkward, but the latter is more correct. "Club" needs to be capitalized, though.

either or either...but the first is more active and it is Key Club...

Yes.  I would say "Western High School's Key Club chapter."

I concur. That's how I phrased a line in my law school application resume.

besides putting the words key club chapter after western high school...buries the lead and diminishes the primary point...
