It might depend on the specific instructions from each law school. What do Cornell and GULC require? If they say you must have 2 full pages, then I would want to show that I can follow instructions. It's not that hard to stretch a 1.8 pager to a 2 pager.

That being said, I have talked with a lot of law school admissions people and they said basically that they care about the number of pages as much as they do the quality of the content, i.e. how well they can get to know you as a person by reading your PS.

The page LIMIT is usually two pages, that means it must NOT be LONGER than two pages (barring some beyond exceptional circumstances and writing ability).

Quality over quantity. I have actually been told that 1.5 pages is a better target. Just make sure your writing is SOLID, and don't worry about making it "long enough." You really have to work to limit yourself to just two pages, so if the topic you picked fits 1.8 better, then stick with that.
