Carlisle isn't being phased out, they are in the process of spending millions to renovate that facility.

Aren't they moving the law school over to the main campus?

They're keeping both campuses. One at State College and the other in Carlisle.

although it would be a great "screw you" to the taxpayers if they spent millions on carlisle and then just abandoned it once everything's set up at main campus

Why would they do that?

I don't know for sure and I'm not from PA, but my guess is because they want a law school on the main campus and they want to keep the carlisle campus because it's close to the state capital. When you apply you chose which campus you are applying to, State College or Carlisle.

http://www.dsl.psu.edu/admissions/campus.cfm

If you go to the homepage it will show you one of the two new facilities, if you refresh is switches to the other one, they both look nice.

Yeah, the only other Harrisburg-area law school is Widener. Dickinson's ranking is kinda low, but it definitely beats Widener.

I guess Cooley couldn't be the only law school with more than one campus forever. (I think they're the only one anyway)

Actually, this move will help them soar in Cooley's rankings, as they will now have a lot more library square footage.
