In order to take the LSAT you must sign up for the LSAC service. I think you are referring to the LSDAS which you do not have to sign up for in order to take the LSAT but is a service that complies stuff such as recs, transcripts and applications to send them to the school. I know that you do not need to be apart of the LSDAS to receive fee waivers.
