Fed. Gov, 2L Summer

I am currently looking into a bunch of different federal government positions for my 2L summer (no rush because most don't seem to hire til the spring anyway). I was wondering if anyone here has had experience with fed. gov organizations during a 2L summer. I can't seem to figure out whether the 2L summer positions are their main means of hiring graduates or not. As most of the jobs do not pay for the summer, I was wondering if I would be better of just working for a firm this summer and earning some cash. I would ideally like to work for the DOI or EPA...and I have very little info from anyone who has worked at either....but any advice from someone who has worked for the government would be helpful. Thanks a lot.

A great deal of government agencies hire from their summer honors program.

If it helps, I had an OCI interview this morning with EPA, Office of the General Counsel. They told me that they have very low turnover, so they generally only make permanent offers to 1 or 2 summers (out of a class of 10-15).
